Wiper don't go down!

Wiper don't go down!
Small, yet annoying problem. My wipers work, but when I shut them off, they remain where they are...and don't go all the way down. Also, the "timer" mode doesn't work.
Any ideas? I'm assuming it's the relay. Does anyone know how I can check the relay? I don't want to buy one for nothing, and they are not returnable. Also, has anyone ever opened a wiper relay and worked on it? I was thinking maybe it's a cold solder inside the relay? Anyways, any info would be appreciated.

really easy, its the relay
the problem is the board brakes and a connection gets interrupted. super glue the board back to one piece, and reconnect by soldering wires to their respective places.
OR
go buy a new one for ~$40
mines glued and soldered - works perfectly... the choice is yours
