Is it possible to put power seats in a car with non power seats and if so what is involved the car is an 83 and I know they had power seats back then cause the 928S had them just not sure if the 83 944 was set up for them ?

You have to run wires to the fuse panel; there should be at least one empty fuse.
Also, pull the driver's seat; it may have the connection underneath the seat. Otherwise, running it under the carpet from the side shouldn't be too difficult! You'd just solder a correct gauge of wire - see what was used for other things - then run it down the side of the door kickplate, then in front of the rails under the carpet, and cut a hole for it to come out underneath. But make sure you run the correct wire(s) that will connect correctly to the seat.
