Rough Idle with A/C

...So I finally got my A/C all resealed, and managed to find the R12 to charge it up, and to my amazement it actually works. While I'm quite happy not to have to retrofit the system to 134, I've noticed something very strange.
When the compressor clutch is engaged, the car idles at about 800 rpm, very rough; turn it off, and it instantly goes to 1000 rpm and is very smooth. This is similar to the low/rough idle I get when the engine is cold, but it persists even when the car is quite warm (2/3 temp gauge).
I understand that of course the compressor is going to draw some power, but shouldn't the idle speed control compensate for this?
Has anyone seen this before, or does anyone have any helpful suggestions?

it's normal to drop some.
mine idles just under 1k and with a/c on it'll drop a bit and i'll see the load of the a/c and fans on the voltmeter.
