Diagnostic port clarification

Default Diagnostic port clarification

Every search claims that the "+" in the diagram is the 12 volt power supply. I get:

zero voltage from +
12.7v from A
4.7v from B
zero from LED

I am trying to use the diagnostic port for a power supply, but am confused as to why mine would be different, or is it? I suppose I will just use "A" for my power source, but curious minds would like to know why it doesn't match the picture.

That plug is switched 12v, do you have the ignition on?

Yes. I measured it with the ignition in the on position/car off, and measured it again while the car was running. Same each time.

So no one else has a diagnostic port orientation with the voltages I described?
