Shocks
The guy that owned the car before me lowered the shocks I am guessing as long as they can go is there any way to raise the car with out going into major cash because PA snow and the height the car is at now will not mix.

Find somebody on here with factory springs who will trade you for your more expensive springs (assuming it wasn't lowered by cutting the springs).
In the back you probably just have to adjust the torsion bar. (Search this forum for "torsion bar lower" and you'll find out how).
You could also buy stock springs from a junkyard.
20th St. auto is popular, and there are a dozen or more Porsche junk yards advertised in Excellence and Panorama.
Or take it to your local redneck truck store and have them put a six-foot lift kit on it.

The struts won't lower the ride height, and he would have had to shim the turbo struts to fit the 83 car - do you see shims in the lower strut mounting? Otherwise, it would seem he simply cut the springs. To get back to stock, just get some used springs for your car. Or, there are 1" spacers available to raise the springs off the perch.
A further option for you would be to install an adjustable ride height kit - with this, you could go off-roading suring the winter or worm-burning during the summer... almost 6" of ride height adjustability.
Some lister on here was surely got some spare springs laying around after an upgrade. They're relatively worthless.
