Can you be a little more specific? Which fuse? if it's one of the headlight circuits (there are four) then you likely have a short on the wires that flex every time the lights go up or down. If it's the circuit for the headlight motor, there's probably something with the relay and position switches on the motor/gearbox itself.

My guess would be a few- you'll need to narrow it down a bit.
I'm guessing 87 944. The switch itself may be the culprit- depends on what fuse youre blowing.
Do the lights go on, or just headlights up/down?
Chances are It's a bad switch, one of the power leads to the motor is grounding out, fuse block grounding is poor, ground bundles are bad (In need of cleaning).
Get a good look under the dash at the wire bundle from the switch and plug.

Yes, sorry I left you guys hanging. Lights do come on. ok example two nights ago out driving turned headlights on as they was going up they stopped in the middle of going up and the 20 amp motor fuse had blown. Last night they came up when I got home I turned them off and they stayed up but, the lights did go off as the light it's self is working fine it's just the up and downs. thanks
