Default Is it starter or battery? Starter turns but doesn't kick over

I've read this thread (https://rennlist.com/forums/924-931-944-951-968-forum/431461-early-944-will-not-turn-over.html ) and my problem is similar, but slightly different.

On two occasions my early 944 n/a starter turns at what sounds like a normal rate, but the motor doesn't kick over and start. Both times, it followed a short (less than a minute) period when I had the key in and turned to the first position with radio on. I waited for five minutes and it started right up.

I'm hoping it's not the starter, which sounded normal.

I'm not certain it's the battery, though, because my voltmeter reads in the 12s, where it should be (although this gauge is not original to this car but from a 924S, I don't have any doubts about its reliability). I'm still getting power to my accessories, but I know that what's needed to power lights and radio are not the same as what's needed for ignition.

Incidentally, I don't think it's related but for full disclosure, my oil pressure gauge is reading in the low 2s when the engine is warm, which is down from a couple weeks ago. It's pinned when cold, and the oil level seems good. Again this gauge is a replacement from a 924S, but I have no reason to think it's inaccurate, but I don't know.
