Default Idler Pully Belt

I inspected my belts the other day, and they look very fresh and no signs of wear or cracking. However there is a whine coming from (I think the idler pully)...I guess my question is...should the balancer belt be touching the idle pully ? Looking at the diagram it appears both belts are touching the idler pully.
What are my options to get rid of the whining noise ?

Depends on the whine...these cars always have a little whine, but if its pretty loud that usually means the balance shaft belt is too tight.

Is there a way to test the tenion on the balancer shaft belt ? I know the cam belt can be done
