car starts up cold fine but wants to idle normal around the 900 region. I have to keep the accelerator down to about 1500 manually to keep it warmin up.
Just not sure what performs this operation on the car... sensor or what not.
Also, what does the AC idle increase as well?

The DME Temperature Sensor performs this function. When the coolant is cold, it signals the DME to supply a richer mixture. It leans it out as the engine warms up. The idle speed is determined by the DME as well. There is a gizmo called the Idle Stabilizer regulated variation in the idle by regulating air to the throttle body. It reports for duty soon after the engine starts and the idle is stable in a few seconds. It compensates for the load of the AC compressor as well.
If you are having warmup problems, the temp sensor is about $20, my car ran much better when I replaced it.

I've noticed this on my car as well...on an (ice) cold start she stumble once or twice while idling..even while bringing the rpms up she'll miss a cylinder on the odd cycle...after abt 30 seconds everything is just peachy. Never takes more than 30 seconds to smooth out.
