If you define "balance" as front and rear effective spring rates being equal, then yes, that would appear to be true. I based my decision on recommendations citing specific nominal spring/bar rates. Apparently, if you convert the recommendations into effective rates, the vendors and others here are recommending a higher effective rate for the front versus back.
