Default Stripped AC tensioner mount... question

OK so my track car has a stripped mounting point for the AC tensioner rod (it's on the alternator in my AC-deleted car, but whatever).

I want to do a longer bolt that goes through the mount and out the back where I can put a locknut on it. But it seems there is some restrictor in the middle that won't allow the bolt to go all the way through. Looking at the back it seems threaded all the way but even a 6M bolt will not go through the 8M hole, so something is definitely in there.

Has anyone drilled that hole out for this reason? What the hell is the restrictor for anyway?
