Well at least my car is. It failed smog today.
15MPH
HC Measured = 196, Allowable = 118
NO Measured = 2031, Allowable = 799
25MPH
NO Measured = 1500, Allowable = 738
I did a search of a few threads and it looks like I should check the following:
1. O2 Sensor
2. Plugs
3. A/F mixture
Anything else?

Was your car thoroughly warmed up when it was tested? After I failed emissions I was told the car should be driven for about 40 minutes prior to getting it tested and that while waiting in line you should keep the car warm by turning it on and revving it to 2500 occasionally.
It's worth a try.

Aren't you running a straight pipe? Did you get new chips for the bigger turbo?
Hopefully my wiring on the o2 sensor isn't messed up. I'd offer to lend you mine, but it is covered in header wrap.

I had been driving the car for about 3 hours before the test.

Fill up with 91 and and add some Techron. Run it to half tank and then get the test. That helped my old Celica to barely pass smog a couple of years ago after failing the first time. Barely.

High NO sounds like a O2 sensor to me. Psh, it's ALWAYS a bad O2 sensor on these cars.
If you want to do it the cheap way, just disconnect one injector and have them do the smog test while you're running on 3 cylinders. It will reduce all your emissions by 25%! But that won't work for you, your smog is waaaaaay messed up.

Its running lean, combustion temps are higher than normal, thats what causes NO, and i dont believe that our cats are 3 way???? I could be wrong but i believe they are only two way, so they wouldnt help with NO anyway.
