Default Front sway bar link question

Is is only the weltmeister sway bar that goes above the a-arm? I had thought all front sway bars went above the a-arm until I was working on Andial951's car a month or two back and realized his sway bar mounted below the a-arm.

Just curious as there were some rather tight clearance issues with the strut housing as I was putting it back in place.
