Oil Leak

Is it possible to have an oil leak that gets into the belts housing and fouls the belts? There is oil at the bottom of the belts housing but I can't tell if oil is in there and leaking through or not. Is there a way to remove the fronts belt cover without the removal of the accessories belt?

I have taken the front cover loose enough to adjust the balance shaft belt without taking off the accessory belts. To get a good look at the area around the crank you will most likely have to pull the accessory belts and take both front covers off.

the seal and sleeve on the crank were not changed. so if anything the leak might be from one of the balance shaft seals.
the rear timing belts cover site over the front of those seals. so if they are leaking you dont need to worry too much about oil getting into the belt area.

How can I rule out that these are the source of the leak if we didn't change them? It seems that the original set is more likely to leak than a new set. Did we change the balance shaft seals?
