Default Torque Specs for S2 distributor rotor?

I got my new distributor rotor tonight, to hopefully fix my S2 and it's stuttering problem she has.

What is the ft/lbs I need to tighten the allen head bolts to that hold the rotor to the cam gear? I can't just simply "crank" them down, as that's what the last guy did, and the rotor was pushed on over the cam gear bolt deal, and that is quite a bit bigger then the inside of the rotor; so it broke.

I believe I read somewhere that it's only 6 or 7 ft/lbs on them, with the use of some blue loctite. Can anyone confirm this, as I'd really hate to break another rotor when they are 45 bucks a piece...
