I keep my registration in the glovebox (because the PD ask for it if you get pulled over along with your license and proof of insurance). I keep my insurance ID card in my walled. The title NEVER should be in the car. That is just asking for trouble. Best thing to do in the future is keep your title in your domicile with your other critical documents. I have a fireproof safe that is bolted to the floor in the back one of the closets just for that purpose.
Good luck with the problem, I hope things don't escalate in the future and become really problematic regarding the stolen title.

I am not sure about the way it works in Canada, but in the states for around 100 bucks you can file for a duplicate title and report that it was stolen. May be an option. Do this before someone tries to claim they own the car or some other crazy stunt like ID theft or something.

There is no 'Title' in Canada, it is not the same as the US. The papers that were taken can be replaced for ~$20 as mentioned above, and if somebody else is in posession of them, that does not make them the legal owner of the vehicle.
It is really strange that somebody would take them, and since you reported it to ICBC as having them stolen, there is really nothing bad they can do (short of maybe calling the kidney foundation or something to have your car hauled away claiming they are the owner).
I suppose this is one of life's little lessons, at least there wasn't any cash in there

In Canada all we have are the green car ownership, and the pink insurance slip... The ownership serves as the registration/title and must be shown when you get pulled over by the Police... One copy of the title is given to the new owner of the car when you sell it, signed/dated by you and they have 7 or so days from that date to register it at the DMV.
