Are you certain that the repaint is Sapphire? A good friend of mine has an 83 that is Sapphire and it is definetly "bluer" than your car. Unless it is the lighting.

As for the tach... do any of your other gauges misbehave? e.g., gas tank not showing full after a fillup, oil pressure, etc.?
You tach shows 0 rpm, except in 4th at WOT?

Weren't the cookie cutters made by Fuchs as well....seems like I remember the fox on them...I could just be going crazy though

They are made by ATS, who makes a lot of other OEM wheels (like for Mercedes, etc).

My gas gauge doesn't show full after a fill-up, only about 3/4th. My oil pressure gauge works and so does my speedo. Any ideas?

i had to clean the contacts in the back of my guage cluster to get my gas guage to show correctly. wasnt to dificult. just have to get to them.

Yup, check/clean grounds and fuses. http://www.clarks-garage.com/ for procedures

I'll be hopefully going through my car this winter - you must have something really loose or crudded up on the tach, though
