To get one with Fuchs, it will have to be an '86. you should probably be able to shop around and buy a decent / nice car for 8 grand. 10k should buy an exceptional example, and for 13 it should be stunning (we're not talking turbo "S" cars here, but you specified early cars). You may want to concider getting an 87 on car despite the fact that you can't have the fuchs. The later car will get you the automatic timing belt tensioner, and the two piece exhaust crossover pipe. This will make quite a few maintenance operations easier. Just my opinion... You could always have lindsey racing make you some custom 17" Fuchs if you want to spend a few grand for the look. Good luck shopping, you may have to be patient, the good examples are hard to find.

Just a note, my 86 turbo came with a two piece crossover pipe. I think some of the later 86's got that update. I love the 86 model year and the only thing I wish was different sometimes is the offset that was switched too in 87. Anyhow, good luck.

The spring tensioner SHOULD NOT be a buying point on a turbo or any 944 for that matter. It does not do the work for you, you still need to get the belt tensioned correctly with the proper 9201 tool or one of the available alternatives (Arnnworx's tool). It simply gets you close to the actual tension, but hardly ever will get you spot on. You can do the same thing with the eccentric belt roller.
Things that a '87+ car have that the '86 cars probably dont are ABS and airbags. These may or may not matter to you. Its funny because i looked into insurance on a 944 Turbo i was considering purchasing. At age 21 with no accidents or tickets..it was actually cheaper for me to insure an '88 944 Turbo over the cost of insuring my current '87 non-turbo. Thats because the '88 Turbo has full front airbags and ABS. I wish i knew this before i bought my '87 now.
If you want the looks of Fuch's, get a '86. If you are worried about not being able to run later offset wheels on your '86, you can always get spacers if you wanted to badly enough.
These are just a few points i touched on.

My early '87 (build date October 1986) came with the one piece cross-over. I would have a hard time believing anyone removed a two piece and installed a one piece but an easier time believing an '86 was updated. Could be they were just grabbing them out of the parts bin but you would think they used all the one-pieces before they started installing the twos.
I bought a two-piece off Ebay and sent it right to Lindsey for cutting. I now have a three piece crossover.
Best part about the '86s are the Fuchs and the slightly lighter weight. Best part of the '87+ is the compatibility with the newer cars for brakes, suspension, and rims.
