Default Electrical Problem - Throttle body?

I am in the process of getting a 944 N/A going after about 4 years. Complete rebuild, top to bottom. Actually if was was running great and put plates of it. Took it out for a shake-down, regression test run which was going fine. All of the sudden, the motor would not exceed about 2000 rpm and would sputter above 1200rpm. The car restarts and idles fine but if you hold down the throttle so that the engine RPM is 2000 max, it fluctuates between 1200 and 2000 rpm, anything higher and it just stalls. It is not the DME and it is not the DME relay - these parts were temp replace with known good ones. Any help greatly appreciated.

maybe the TPS? check clarks garage, they it has almost everything there is to know about the 944's
