Getting TDC back in synch?
If I've lost TDC synch between the flywheel and camshaft due to a broken timing belt & seized water pump, what specific steps during installation should I do to get them back in synch without damaging new valves? (as part of new belt/pump/valve installation)?
Should I try to get TDC before or after installation of the new items?

Just take off teh cam tower (you'll need to do that to get the head off anyway) and then line everyting up wherever you want it. the valves will be closed with the cam off.
edit - might as well just take the head off first. just put the flywheel at tdc once it's apart and then put the cam on already at tdc when reassembling

I lost synch between the cam and crank while doing my timing belt. I forgot to tighten the tensioner and the belt slipped a # of teeth while i was turning the over engine by hand. It was one of those moments when your face gets really warm as blood rushes to your brain.
What i did to get everything back in sync was to turn the crank 1/4 a turn, then the cam 1/4 of a turn. I did this very slowly until i had gotten both of TDC marks on the cam gear and the flywheel into synch. I put the belt back on and again, turned everything over very slowly by hand to make sure it was all within alignment. It was a nerve racking hour or so.
Others probably have a safer way of doing this.
