The ratio is different. The power rack without the assist is much harder to turn than the manual rack, especially at low speeds and at a dead stop.
Sure you need to turn the steering wheel *slightly* more into a corner with the manual rack verses the power rack, but it is a very small amount and once you get used to the slight difference (in minutes) you won't notice it. I seriously doubt that small amount of extra wheel turn will lose time or a race on the track, plus I wouldn't want to deal with the un-assisted power rack at slow speeds and/or in the pits. I'm not bagging on the guys who have converted their power racks, if that works for them so be it. But it's worth it to spring for the manual rack and do it that way, IMHO.
