Default Brake question

I have an '87 S w/ABS. I am installing 968 4 piston caliper Brembos on all 4 corners. I have 968 struts and spaced the rear calipers. However, the rear brakes will barely bleed - like the bias is almost completely to the front. I took the master cylinder apart. No leaks, looks fine - but it requires quite a bit of pressure to get the secondary piston to pump brake fluid when pushing it by hand. My master cylinder has no place for a bias valve, but since it is ABS it looks like this is correct for an ABS car(?). Is the bias valve on the ABS unit screwed up, or the master cylinder or maybe something else??? I didn't think I had any brake problems before this 'upgrade'

The bias valve is supposed to screw onto the front left of the master cylinder. It goes inline between the master cylinder and the hardline for the rear brakes. I could be wrong but for some reason i remember the bias valve is supposed to be placed after the ABS..i cant remember exactly though.

I was told when i was upgrading my brakes to the 968 calipers (which are the same as all 944 Turbo calipers) that its not necesary to run the bias valve really.
