It never went dry as far as I was told. Use to be just a drip according to the PO and when I bought it and changed the fluid it got worse. Looks like the right side boot is ate up pretty bad. Definately a good size tear in it.

So in addition to the seal kit (not taking into consideration and hose issu from the pump) what else do I need as far as parts for a rebuild? Nobody has mentioned any special tools. I don't need anything out of the ordinary to push seals in?

You will need an assortment of socket sizes to use as seal pushers. The largest one I used was like 27mm. You'll also need snap ring pliers, a brass drift, hammer, and a pick to extract the old o-rings. Work in a wind-free and dust-free environment. Removal and disassembly of the rack can be done in one day. Clean all the parts once they're apart, THEN put the new seals and o-rings on. Do one part at a time so you don't get confused with what o-ring came from where, etc.
