Is #4 in the illustration an O-ring?

Yes. It prevents oil from seeping out between the oil pump drive gear and the crankshaft.

Thanks. I didn't remember it being an O-ring when I took the engine apart. When I ordered it, I got an O-ring. I'll put it on tonight...and then clean up the oil trail in the driveway.

Probably because it was brittle and disintegrated!
