ok, yeah, i was measuring in DC.

i thought for a second "oh crap........AC?........DC?.........****"
cuz i couldnt remember what reading i got on AC, but it was high.......
ok, yeah, it was in DC, and it was around 13 (between 13 and 14, this is an analog meter, not a digital one) and 14 with the car on, and dropping a little bit when i would turn on the AC and fans, and lights, etc.
thank God my car is finally working.

Finally working? Sounds like you still have an instrument problem to sort out.
Odds are it's the gauge itself, since there really isn't much to a voltmeter. It is difficult but you can swap out that section of the instrument panel from another, or track down a turbo cluster with similar miles to replace yours with.
