Spray the set screws liberally in penetrating oil. Take caliper off, take out setscrews. Make sure the parking brake is off, then pull firmly (give it a good tug) on the rotor. If it dosent come off, take a rubber mallet and smack it outwards a few times.
Make sure you have the parking brake off! I didnt this past weekend...took me a few minutes of struggling to get the rotor off to figure out why..

When you put the new rotors on, make sure you spray the hat with any type of spray paint, preferably a high temp type..this will stop the hats from rusting and looking like crap after a few days.

Even after you get the screws out depending on how your parking brake is set, even with it released, the rotor could hang on the brake shoes. There is a procedure on Clark's Garage showing how to adjust the parking brake shoes to full release, then the rotor will come off.
