Default Polygraphite t-bar mount bushings

I'm installing polygraphite bushings in the t-bar mounts. These are the bushings in the t-bar end plate that attaches to the body mount (not the t-tube/spring plate bushings). They come in two parts labelled front and rear, but they seen to be nearly identical except for a few mils difference in diameter.

The front bushings are a loose fit in the bores. The rear bushings do not slip in easily at all. Is this normal? Are these supposed to be pressed in? Or turned down to fit? Why are the fronts loose-fitting and the rears aren't?

Jon.
