Does anyone know when you should and when you should not use the plastic washer that fits between the oil cooler and the housing on a N/A car?

I have heard various opinions based on year. If I put it in my housing (84) it seems to raise the rear of the cooler up past the tyop of the housing.

Anyone know for sure?
