Starter Motor -- Electrical Studs Always Loose!

I have had no less than three starter motors for my car (original died, replacement burned up when wires shorted, now on third)...
Why are the studs for the electical connection always loose? Both the big and little studs always seems to wiggle, and the little one spins freely unless clamped down with a nut. Why are they all like this? Cheap rebuilds? Engineering brilliance I can't grasp? Either way, it bugs me.

Both studs have a jam nut first to secure them. Then the wire and a lock washer and a second nut. Sometimes two washers. One before the wire terminal and one after.
