Default Seat question - seat back release - no tension

I have a set of sport seats that we're about to install new Rennbay covers on. The driver's seat has a problem with the back tilt/recline. If I pull up on the front lower right handle, the back should pop forward towards front of the car. This did work when we first installed the seats, but it has since quit.

I've never seen one of the seats pulled apart. Is it possible to fix this when the covers are off?

If I didn't explain this well enough, please let me know. Thanks very much for any assistance.

If you remove the plastic backing covers from the bottom of the seatback, you will see a cable running down from the seat tilt handle. It is possible that it worked its way loose or possibly snapped depending on the condition of the wire.

Thanks for the response.

I'm talking about the handle that is on the front, lower right corner of the seat (by the driver's feet), not the ones on the upper back sides.
