Well... simple to fix the symptom or cause of the noise - replace the bushing. Not quite as easy to fix the cause of the toasted bushing - the *problem* is all the oil and/or power steering fluid that's leaking on to it.

Tread separation isn't really dangererous until you get some water into the tire and you go over 100, then it can get pretty bad especialy on fronts.
