First off, sorry about your losses.

I've looked into these type of Doomsday sceneriosin the past. With my insurance carrier, they won't cover a car that is stored AND movable...but if the car has no tires on it, is not driveable (like disassembled) they will cover it. So, for my long term storage cars (track and projects, or over the winters) I take either 2 or all 4 wheels off.

More info.... reasons why FEMA will not help cover vehicles damaged in the flood:

"# IVINS-Vehicle – No Liability Insurance: Disaster assistance may not be provided for a vehicle that does not meet the terms of state law.

# IVNE-Vehicle – Non Essential: Disaster assistance may not be provided for a vehicle when a second vehicle is available.

# IVNR-Vehicle – Not Licensed/Registered: Disaster assistance may not be provided for a vehicle that does not meet the terms of state law.

# IVRC-Vehicle – Cosmetic Damage: There was not enough damage to your vehicle for you to qualify for this program." >> more
