Default Reliable shop/inspection station needed near Annapolis...

Anyone in this area that can recommend a shop that isn't going to gouge/trump up required maintenance items for inspection? A friend of mine just bought a car down here, and I did a bunch of work to it before he drove back to MD, got everything in spectacular shape, but he's already failed 2 inspections - he's done new windshield and wipers and rear tires since the 1st inspection, and now the 2nd place is telling him he needs rotors (which is completely not true, the rotors were almost new and in near perfect condition - no warping or anything)...if anyone has good experience with a reliable shop up that way in the Annapolis area, I'd really appreciate some suggestions.

I used to use a place called Tri-Tec in Annapolis. I do not use them any more, and I would recommend staying away from them.

For about a year I have used another shop called Tif's. Do a Google search to get their number. I have been happy with them so far.
