Default Does DME energize the dash lights?

Does the DME controller control the dash warning lights? For example , when I turn on my ignition all my dash lights light up except the Check Engine Light. If this is the case, doesn't that mean that my DME is working but the bulb for the CEL might be burned out? Or might it be deeper than that? I'm in a no start situation so I'm fishing.
