How is the p221 used to adjust rear toe?

I need to have my car aligned since I replaced the front and rear suspension. From what I gather this tool is put in the open hole on the spring plate. WHen this tool is turned with a wrench what does it actually do to the spring plates to affect toe? I am assuming you also have to loosen the two bolts holding the spring plate to the trailing arm.

The tool allows you to effectively lengthen or shorten the tram; the length of the wheelbase. Set this picture in your head. A Capital "T" standing upright. The cap of the "T" represent a rear wheel, and the mast of the "T" is the axle perpendicular to the chassis. It can swing from the base of the mast, but not move fore or aft. OK?
If you were to tip the "T" to the left (forward), this would be like toe in. To the right (backward) would be toe out. This is what you are doing when you use the tool to lengthen or shorten the trailing blade/control arm flange assembly.
