The early cars do have ISVs (not sure about the '83 though, you might be right). Look aft of the air box for a small device affixed to the bracket with two 10mm bolts - that's it.

I checked with the guys at Pelican Parts and they offered the following:

"This is probably the aux air regulator, O2 sensor, AFM, mixture adjustment or air leak. Bottom line is the mixture is not correct."

That's a lot of things to check, but it gives some definite places to look.
