I still am messing with this no start problem, but now I can't even get the car to start at any time. I thought it might of been the dme relay, but I jumped it according to clarks garage. When the key is in the on position I am getting +12 volts to the coil, but when I try and start it I only get around 8 volts and it jumps around a lot but never goes above 9. I think this could be my problem because I am getting no spark from the coil.

8v or 9v is a bit low, but not horrendously so. You should still be getting a weak spark out of the coil. Starting voltage typically reads low because the battery cannot supply enough current to keep the system at 12v while driving the starter motor. You could isolate the starting system by spooling up the motor with the key in the "run" position. The easiest way to do this typically is by rolling the car down a hill. God help you if that doesn't work and you can't tow it back up the hill into the garage. Alternatively, you could drive the starter "manually" with a spare battery and some jumper cables. That should completely isolate whether this is a staring or running issue.
