High pressure fuel line fitting at damper?

Default High pressure fuel line fitting at damper?

(951) Im replacing my fuel lines and cant get the high pressure line off the fuel damper. That fitting will not move. The nut that is up against the damper bracket will turn. Should this nut turn like that? When i try to get the fitting loose the whole damper turns. Is that threaded shaft all part of the damper? I dont see any way to hold the damper from moving...two wrenches dont work cause the whole shaft turn.
Now there looks like a bracket on the damper side with little nipples to hold it from moving but there dont seem to be any nipple

Lock the damper locknut down a lot tighter first? Just a guess.

Tried that too, still wants to spin. I`ll have more time to look at it tonight. Really dont want to take off fuel rail just to replace fuel line but i might have to.
