I think by fixed income it means you can't get a raise because you aren't working (ie. collecting Social Security, welfare, etc.). People who work for a living in a job can get promoted and thereby have their pay increase. So it is not fixed. People living off of Social Security (if that's possible) will be waiting quite some time for a raise. At least that's what common sense tells me "fixed income" means.

Matt O ........Yearly COL for me. And I can earn 3/4ths of my monthly income in PT work w/o taxation. My income is less fixed than hourly or salary as a result.
Getting promoted to a higher income is not going to happen so in that sense it is fixed. But in reality how many get promoted on a yearly basis? Raises are not as large as in the working class but there are workers who are lucky to get 2-3% every year as many don't in performance based increases vs. COL.
For the 20 and up group many chances to move up as I did. But once you hit the "Peter Principle" increases and promotions are few/limited.
My union also tips the kitty as well. One thing is certain my fixed income is permanent, I can't get fired!

You can't go after MSN at all...plus i'm sure those people weren't using a real ip address, probably a Proxy or using a wireless hot spot somewhere..they send mass emails, 99.9% of ppl know its spam & scams, but sometimes people who aren't too into computers, ect fall for this stuff...sorry to hear man! Remember worse things could happen, & who knows maybe somehow u will get your $ back!
