If I recall, I wasn't that fancy.
I went to a coffee can of screws I have and found one that looked like it had a meaty tread and was relatively short as not to go though the rubber.
I also used a large washer because I think the hole in the bumber is large where the original bolt went through and I wanted it to stay.
I used a smaller drill bit and went in at an angle, away from the old bolt to try to grab good rubber. Don't go too deep.
Pilot hole helped, you'll know what I mean if you try to screw directly into the rubber.
Worst case, you could drill new holes at either end of the rubber essentially recreating what Porsche did. Don't know how original you want to be.
