Bad rotor cause these problems?

Default Bad rotor cause these problems?

Could a rotor from the distributor cap that has a broken piece off it on both sides...could that cause the engine to run like a deisel? or misfire...not start? What possiblities? Thanks

What is causing the distributor rotor to have broken pieces will probably cause the engine to run like a diesel.
