There is a good chance that this might be new old stock... It says made in Western Germany on it-- kind of odd.

Bosch bought SPX. SPX had bought Löwener.
On this webshop you can find all Ford special tools, but you can purchase only as a registered commercial customer.

At less 1/10th the cost might this be an option? I found it on eBay.de
While these seem to be available on ebay.com they aren't listed as having the angular torque gauge protractor.
