Default Fuel Overflow Line Plugged

The overflow line next to my fuel filler is plugged. If the car is out in the rain, or when it is washed, the area around the filler opening fills with water. Any idea on how to unplug it?

If you remove the side carpet in the trunk, you can reach up in and remove the drain tubes to clean.
