Default Power steering acting stupid - help

The car did the same thing in the winter for a week, but it went away as soon as it got warm out, and now the problem has returned. The power steering pump whines when the car is cold (for a couple of minutes) and it feels like it pulses power when turning, and it isn't quite smooth. It seems to do it worse in one direction than the other. After the car is warm, the steering feels fine. Do I need to slap on a rebuilt PS pump or what? Anything I can do that doesn't cost money to attempt to fix it? Thanks.

It sounds like it has air in the lines. Drain and refill. Put the front on jackstands, start it up and turn the wheel from lock to lock a bunch of times. That forces the air out. Check to see that the belt is in good shape and tight also. A slipping belt would cause that problem.
