Well, the chip is not all about HP...
Porscher tuned the engine to get plenty of hp above 4k rpm. Under 3k, the car is a sloth. From what ive heard, the FR Wilk chip moves that 4k power surge closer to 2-2.5k. This is a very nice thing around town.
