The rule of thumb is to buy the latest off the production line. Both are good motors, but the 86 is slightly better (better cam, higher volume oil pump, better balance shaft support, etc.)
The 83 did come with forged connecting rods, but they may be long gone by now.

La regla general es comprar lo último de la línea de producción. Ambos son buenos motores, pero el 86 es ligeramente mejor (mejor leva, bomba de aceite de mayor volumen, mejor soporte del eje de equilibrio, etc.).
El 83 venía con bielas forjadas, pero es posible que ya no estén disponibles.
