55-60 mph shake

I'm working out the final bugs in my '87 951 and I have the shake in the steering wheel starting at about 55 mph and it goes away above about 65 mph. I know the solution is to drive faster
but the traffic in California doesn't always allow it.
Here's what I have done recently:
- new tie rods (both ends)
- newish steering rack
- steering linkage from column to rack seems tight
- new sway bar bushings
- wheel bearings are adjusted right and appear tight
- ball joints are just rebuilt
- new wheels and tires, just balanced
- new brake rotors
- control arm bushings look ok
- front struts seem ok
The only thing left is the upper strut mounts. Those things are expensive !!
Is this just something that these cars do or am I missing something ?

In case you have lock nuts, they differ in weight from normal wheel nuts. This weight difference will cause an un-balanced situation resulting also in the shudder as described.
