Default VIN Plate and Odometer legality question

Ok im wondering two things.

1) The A piller vin plate is broken off (car came like that). The lady at my insurance plate mentioned that im supposed to get a shop to reattatch it? Really?

2) Seeing as my car is a US car in Canada, im obviously going to put in proper KM/H guage faceplates soon. Im wondering, if I found a KM odo assembly, would it technically be legal to swap that in, assuming I crank it to the correct number? Or would this somehow count as tampering no matter what?

#1. The odometers are notorious for failing, so a replacement wuold be perfectly acceptable when you sell.
You may have to have a statement on the title that staters "odometer correction". always keep the receipt and the old speedo for the "next" owner- it will save you a lot of hassle during sell time..
Unless you plan to never sell it- then who cares?

I looked at a car with a missing window vin- I walked right away from it. Do you still have the original VIN plate, and how did it become detached?

I had that. No legal problem at all - I just have the bill from the mechanic stating the mileage on the unit he took out and the km's on the one he put in. From then on I just reported the actual km reading at license time - no problem. Of course if I sell it, I'll show the switch bill, but I sure don't plan to sell!

I had the dealer fix a broken odometer on my old Maxima and they put the "odometer correction" sticker on the door jamb and contacted DMV. That sticker cost me about $2k in trade-in value. Here in Cal that sticker is a real negative on resale. If I had known the impact I would have done the swap myself and left DMV out of it.

VIN plate broke off my friends 86 951, don't know how he managed that.
You can still check the Vin under the hood and if it's a later car it should have stickers on all the body panels.
