Default Early 944 accessory/ignition switch power question

Hi all, I just acquired a 1983 944 that is going to take a bit of refurbishing.

I am going to have to teach myself about wiring, and have downloaded all the wiring diagrams.

My questions -- When I insert the key (without turning it) the audible key buzzer immediately sounds, is this normal (I assume so, but thought I'd ask)? And when the key is inserted (again, without turning it to the accessory position), there is already power to the radio wiring harness - is this normal (does not seem so, to me)?

PO has installed an aftermarket digital fan controller using the direct wiring and relay method (I cannot get the controller to function) and powered the controller and some other phone and gadget charging cables by splicing directly into the radio portion of the wiring harness.
