Question Tail light question

Is there supposed to be a gasket that goes around the tailights on an 84? I took out my lights and found a thick coat of putty and was wondering if there was supposed to be a gasket or if the putty was supposed to be there.

Yup, that is what is supposed to be there. It is called butyl strip caulk. It seals very well as you have noticed on your 20 year old car. But it is a mess to work with.
